Morgan Davis

Morgan Davis is an environmental and natural resources professional specializing in ecological restoration, compliance monitoring, and prescribed fire management across the United States, with a particular focus on Oregon state and federal lands. With a multidisciplinary background spanning wildlife biology, habitat restoration, forestry, and environmental compliance, Morgan brings both technical precision and extensive field experience to every project.

Morgan has supported a wide range of environmental monitoring and enhancement initiatives, including bat habitat enhancement and structure installation, burrowing owl habitat restoration and resilience projects, and threatened and endangered species surveys and monitoring—covering plants such as Kincaid’s lupine and Nelson’s checker-mallow. Additional fieldwork includes elk population monitoring, snake fungal disease sampling, and nesting bird surveys conducted both independently and collaboratively.

Morgan’s expertise extends to ArcGIS and Trimble field data collection, applying geospatial tools to stormwater mapping, bat habitat analysis, and ash tree monitoring in response to the Emerald Ash Borer threat. His contributions to urban forestry planning, mitigation and habitat relocation design, and revegetation strategies demonstrate a holistic approach to landscape management. In the fire management and fuels domain, Morgan has served as a Fire Effects Monitor (FEMO) on both prescribed and wildfire incidents. His work encompasses vegetation fuels assessments, fuel modeling, and prescribed burn implementation for native species restoration. Daniel Cleveland

Daniel Cleveland is a seasoned fire service professional with over 25 years of experience in emergency response, wildland and structural firefighting, and interagency coordination. His career spans multiple roles across local, state, and federally supported operations, with a strong emphasis on compliance, operational readiness, and mutual aid deployment.

He has participated in numerous wildland fire deployments across the United States and its territories, supporting both initial attack and extended operations under the National Interagency Coordination System. His work has included assignments under FEMA and DoD cooperative agreements, where he ensured compliance with federal reimbursement policies and managed program income related to award-owned equipment.

Daniel is well-versed in the complexities of federal and state reimbursement, including SF-270 and SF-425 reporting, and has served as a liaison between state agencies and federal partners during emergency activations. He has also contributed to mutual aid responses under the Emergency Management Assistance Compact (EMAC), providing critical support during the first operational period of incidents.
